When you have Silent set, you will not receive any shout messages. This setting is more useful for players using a command line interface when playing a match to minimize distractions. In MacFIBS, all shout messages appear in Public Chat window, which you can close or move when you aren't interested, which makes this setting unnecessary.
Select Edit > Game Settings > Show Shout Messages to toggle silent on or off.
